Street Art: What is the law?

In Tampa, some stencils appear to be either above the law or perhaps there is a special dispensation made for corporate (like the stenciled ads for a condo on Tampa sidewalks I wrote about over a year ago) or special interests. In this case it was the Gasparilla Music Festival. Several stencil ads appeared in Tampa and Saint Petersburg prior to the event. Can you imagine what would have happened if a tagger did this? They'd be behind bars.
